On October 26th & 27th, 2017 the 8th Forum for Educational Reform in Europe took place in Prague. This event brought together participants from the public education sector from 37 countries of the European Cultural Convention, observers and representatives of major intergovernmental organisations and NGOs. Discussions during the Forum contributed to the development of the forthcoming Council of Europe programme of activities for education and explore possible co-ordinated action at international level beyond the Council of Europe framework. It should also impact on future developments at national level.

At the forum the Council of Europe also launched a new Reference Framework of Competences for Democratic Culture (RFCDC), for it is the concluding event of the development phase of the RFCDC. The RFCDC contains the model of 20 competences that all citizens need to have in order to participate actively in modern democratic societies a bank of descriptors and a series of implementation guiding documents. These competences are set out in four interconnected areas: Values, Attitudes, Skills and Knowledge and critical understanding.
